This began as a national security book. We initially had no idea of just how far President Bill Clinton and Vice President Al Gore had gone to secure their election and then to stay in office. In the course of our research we came to realize just how severe these problems were, just how many Faustian bargains Clinton and Gore had made to stay in power.

Two photographs in particular-both of which appear in this book's photo section [and are reproduced below]-speak volumes about the deals this White House has cut. The first shows President Clinton and the First Lady with Macau criminal syndicate figure Ng Lapseng. The seal of the Democratic National Committee (DNC) hangs like a full moon in the background. The second photo was taken at the Hsi Lai Buddhist Temple in California and shows Vice President Gore with Ted Sioeng. These photographs represent close to $2 million in illegal donations to Bill Clinton and Al Gore. It is important when viewing these photographs to recall that Ng and Sioeng are in the business of exploiting Asian women for prostitution, and at least some of the $2 million must be considered proceeds from those businesses.

When we began work on this book, of course, we were not aware of just how deep the corruption ran. Only when we went to Macau disguised as ordinary tourists did the depths of this depravity become apparent.

The Chinese Triads trafficking in Asian women are no different from similar operations in other parts of the world. Few of the women are volunteers; many are sold into slavery by their poverty-stricken families. A number are underage; younger ones are more valuable to their owners.

Most of the money they make is stolen from them by those in control of their lives. Often they are encouraged to develop narcotics habits in order to keep them dependent. We do not know what went through the minds of Clinton and Gore when they sat down to dinner with people like Ng and Sioeng. Did they not know-or, if knowing, not care-about the origins of the money they were soliciting?

Is this part of a larger pattern of callousness that included President Clinton's guided tour of the White House for James Riady as American children died at Waco, and Defense Secretary William Perry's welcome for General Xu, the Chinese war criminal responsible for the deaths of his countrymen in the Tiananmen massacre?

Had President Clinton so easily forgotten his first executive order as President? Executive Order No. 1 Issued-Then Ignored

On Jan. 20, 1993, Bill Clinton was inaugurated as our 42nd President. . . That afternoon, the new team of presidential advisers gathered in the Roosevelt Room in the White House, just across the hall from the Oval Office. The advisers waited anxiously for words of guidance and wisdom from their newly inaugurated commander in chief..

The door opened, and Bill Clinton-the boy from Hope, the commander in chief of the most powerful nation on the face of the earth-entered smiling, and took his place at the head of the massive table. He began his first address to his staffers with a lecture on the value of presidential ethics and personal integrity. "We just have to be dominated by high standards and clear vision and we ought to have a good time doing it," the new President told them.

President Clinton's Executive Order No. 1, "Ethics Commitments by Executive Branch Appointees", required the new Clinton-Gore appointees to make three pledges: (1) no lobbying for five years after they left the government, (2) no activity on behalf of a foreign government, and (3) no representation of a foreign government or foreign corporation for five years after being engaged in a trade negotiation. (Emphasis added.)

The word "foreign" appears 21 times in the executive order, making it clear that the President was demanding loyalty to United States interests. To be absolutely clear, he told his new appointees, "The ethics rules that we have put forward will guarantee that the members of this administration will be looking out for the American people and not for themselves." Yet how many of those present that day knew that they were there only because a foreign banker, later identified as a Communist Chinese agent, had rescued the Clinton-Gore team not once but twice in 1992? Could any of them have predicted that, within five-and-a-half years, the Clinton-Gore Administration would be the subject of worldwide ridicule and a wave of congressional investigations for having maintained itself in power with a flood of tainted money?

Who would have guessed that, in return for money, Bill Clinton and Al Gore would literally sit down to supper with a procession of agents for the Communist Chinese army, Chinese intelligence, the Macau criminal syndicate, and Cambodia's biggest drug trafficker? Who would have guessed that Clinton and Gore would use the power of the White House itself to lobby for a foreign power? Campaign Finance Abuse Staggering

The Clinton-Gore record of campaign finance abuses is staggering: * Chinese agents ensured victory for the Clinton-Gore team in the 1992 general election with a massive cascade of illegally laundered foreign funds into key states. * More than one hundred potential witnesses of illegal foreign campaign contributions to the Clinton-Gore team have fled the country, taken the 5th Amendment, or refused to be interviewed by investigative bodies. * Chinese agents helped secure the 1992 Democratic presidential nomination for Clinton with a multimillion-dollar loan from an Arkansas bank under their influence.

* Chinese agents became the No. 1 donors to Clinton and Gore in 1992. * The Clinton Justice Department allowed the statute of limitations to run out so that illegal donations from Chinese agents could escape prosecution. * Leading donors to the DNC are business associates of a major Tiananmen massacre war criminal that even the Chinese have jailed. Chinese agents tried to use their donations to Democratic senators to pressure Taiwan's banking authorities. Chinese agents gave $100,000 to convicted felon Webster Hubbell at the very moment the independent counsels office was seeking his cooperation in its investigations of the Clintons. Chinese agents helped fund Dick Morris's brilliant stealth advertising campaign against the Republicans in 1995 and 1996.

A Macau criminal syndicate figure who exploits women for prostitution laundered more than $1 million in illegal donations to the DNC; he met Clinton on a number of occasions, including on visits to the White House; and he may also have funneled more than $300,000 in illegal cash donations to the Democrats and/or hush money for Hubbell.

A Chinese agent who is also in the business of exploiting women for prostitution donated hundreds of thousands of dollars to Bill Clinton and Al Gore, and he sat beside both the President and Vice President at intimate fundraisers. A Chinese agent/DNC donor with personal connections to Clinton and Gore is a business associate of Cambodia's largest narcotics trafficker. A Chinese agent who specializes in illegally laundering funds for the Democrats has an eight-year business relationship with Gore. A Chinese agent who raises funds for Gore may be assisting Chinese spies to gain entrance into the United States. Leaders of a Thai conglomerate that is in business with Middle Eastern terrorists and with China's biggest arms smugglers had a White House meeting with Clinton at which they were illegally solicited for campaign donations. A Chinese People's Liberation Army (PLA) spy laundered illegal campaign funds through Johnny Chung and met Clinton twice at fundraisers. A Macau gambling figure and a Hong Kong billionaire in business with the PLA donated hundreds of thousands of dollars to Clinton's favorite charities. A Chinese gangster dumped hundreds of thousands of dollars in foreign funds on the Clinton Legal Defense Trust on the same day he delivered a letter demanding that Clinton abandon Taiwan. A PLA partner sat next to Clinton at a DNC fundraiser and contributed tens of thousands of dollars in illegal campaign funds to the Democrats.

The officers of an American defense contractor in business with China's missile builders became the No. 1 contributors to the Clinton-Gore reelection campaign in 1995-1996.

After illegal campaign funds began to flow to the DNC from a PLA spy, the Clinton White House and his Navy secretary helped the PLA's arms delivery boys secure the port at Long Beach, Calif. The bottom line: Clinton and Gore got away with it. They got themselves elected in 1992 and reelected in 1996 on foreign money, much of it from sources hostile to the United States. Congressional committees that investigated these abuses could not bring to account a single perpetrator. On,ly an independent counsel with the full powers to compel witnesses and documents has the ability to uncover the ugly truth that we hope this book has begun to reveal.
